Eagle Application Processing Procedure
STEP 1 Responsibilities of the Scout All requirements for the Eagle Scout rank except the Board of Review are to be completed by the candidate's 18th birthday. When all requirements are complete the Eagle candidate requests a Scoutmaster (Unit Leader) conference and submits to his Scoutmaster (Unit Leader): 1. Eagle Application 2. Life Purposes Statement 3. The Eagle Scout Service Project Workbook completed and properly filled out. Scouts and Venturers who have completed all requirements prior to their 18th birthday may be reviewed within three months after that date with no explanation. For boards of review conducted between three and six months after the candidate's 18th birthday, a statement by an adult explaining the reason for the delay must be attached to the Eagle Scout Rank Application when it is submitted to the Eagle Scout Service. The Boy Scout Division at the national office must be contacted for procedures to follow if a board of review is to be conducted more than six months after a candidate's 18th birthday. Letters of Reference: The Eagle candidate should request his own letter of reference and he should contact those individuals listed as references before including their names on the application. Reference letters should be sent directly to the Unit Leader. The Eagle candidate should not be involved personally in transmitting any correspondence between persons listed as references and the Unit Leader. STEP 2 1. After the Scoutmaster (Unit Leader) conference, the Scoutmaster (Unit Leader) signs the application in the proper place. 2. The Troop (Unit) Committee reviews, approves the record of the Eagle candidate, and the Troop (Unit) Committee Chair signs the application at the proper place. 3. The Eagle application is then submitted to the Eagle Registrar, at the Middle Tennessee Council Scout Service Center. STEP 3 When the completed application is received by the Middle Tennessee Council Scout Service Center, its contents will be screened and verified. This process includes verification of proper signatures, positions of responsibility, tenure between ranks, age of the candidate, and appropriate merit badges. Upon verification, the application is signed by the Middle Tennessee Council Eagle Registrar and will be returned to the Unit Leader. The Unit Leader will receive the original application along with a printout version of the Eagle Application. When the Scout goes to his Board of Review, both applications need to go. The printout version basically states that everything has been verified with our records. The original application needs to stay with it for Reference information and signatures. STEP 4 Eagle Board of Review The Unit Leader schedules an Eagle Board of Review with the District Advancement Chairman. Under no circumstances should a Board of Review be scheduled until the application is approved by the Middle Tennessee Council. For the Board of Review the Unit Leader should have: 1. The original Eagle Application 2. The printout version of the Eagle Application 3. The Eagle Service Project Workbook 4. The Life Purposes Statement, and 5. The Letters of Reference Letters of Reference that are forwarded with the application are confidential, and the contents are not to be disclosed to any person who is not a member of the Board of Review. The Board of Review signatures need to go on the original Eagle Application only. STEP 5 When both applications (the original and the printout version) arrive at the Middle Tennessee Council Scout Service Center a final screening of the application takes place. The Scout Executive, certifying that the proper procedure has been followed and that the Board of Review has recommended the candidate for the Eagle Scout Rank, signs the application and it is submitted to the National Council. If any item does not meet national standards the application will be returned for more information. On behalf of the National Council, if the application is in order, the Eagle Scout Service certifies the Scout as an Eagle Scout. Notice of approval is given by sending the Eagle Scout certificate to the Middle Tennessee Council. STEP 6 The Middle Tennessee Council Eagle Registrar, will notify the Unit Leader to pick up the Eagle Scout certificate. A signature, acknowledging receipt, is required to pick up the Eagle Scout certificate. The certificate will be released only to the Unit Leader or to an individual who has prior approval from the Unit Leader and the Eagle Registrar. STEP 7 The Unit Leader should then schedule an Eagle Court of Honor to present the award to the new Eagle Scout.
