Recharter Plan
You can now process your Recharter Electronically!!
REGISTRATION INFORMATION
I. Adult registration pays for the following: Scouting Magazine. This magazine comes out six times a year and is designed to keep Scouters informed about the aims, policies, and programs of Scouting. Registration processing. Support to operate the National and Regional Service Centers. A small portion goes to the Boy Scout World Friendship Bureau for Scouting worldwide.
II. Youth registration pays for the following: All registration fees to the National Office to help offset the cost of operation for the National movement. No registration fees stay in a local council. Registration processing. Support to operate the National and Regional Service Centers. A small portion goes to the Boy Scout World Friendship Bureau for Scouting worldwide.
III. Boys' Life Magazine (optional): This monthly magazine is currently available to youth or adults at a cost of $10.80 for a twelve-month subscription. The magazine is pro-rated at $ .90 per month and at least two months must be purchased in order to get the subscription started. However, please note that the fee will be increasing to $12.00 annually ($1 per month) effective Spetember 1, 2005. Takes 6-8 weeks from date of order time to arrive.

RECHARTER PLAN
Rechartering our Units in a timely manner is very important in a Council the size of the Middle Tennessee Council. Commissioners and Executives must work together and communicate with each other as Units receive the recharter packet. This is the plan that we are going to use this fall.
- 90 to 60 days from recharter date:
-
- 90 days out the Registrar will print the recharter packets, and mail directly to the Unit Leader.
In the case of Cub Scout Packs, they recharter will be printed within 48 hours of your round-up
being processed, and mailed directly to the Unit Leader. Field Directors will be given a listing
of the recharters sent out.
- The District Executive will hold the annual recharter meeting with the Charter Representative
or Institutional Head.
- Once the recharter is mailed, the District Executive will notify the District Commissioners.
- 60 to 30 days from recharter date:

- The District Executive will make personal contact with the Unit Leader to ensure they have
received the recharter.
- The Unit commissioner, who has now received notification, sets the appointment with the person
holding the recharter.
- The Unit Commissioner meets with the person and begins the recharter meeting.
- The recharter meeting(s) is held and completed.
- 30 to 0 days from the recharter date:

- The recharter is completed with money, and one of these three things happens:
- The Unit Leader delivers the recharter to the Scout Office.
- The Unit Commissioner delivers the recharter to the Scout Office.
- The recharter is delivered to the District Executive at the monthly Commissioner meeting, who in turn
brings it to the Scout Office.
- The communication line is complete when the District Executive and District Commissioner are
notified, by the Unit Commissioner, that the recharter is complete, and who is responsible for
taking it to the Scout Office.
- On the recharter date + 30-60 days:

- The Scout office Registrar processes the "on-time" recharter and the Unit Leader is mailed
the Charter Certificate, Membership Cards, and Roster, with a copy of the letter being sent to
the District Commissioner.
- The Unit Commissioner sets a time with the Unit Leadership to make a Charter Presentation to
the Charter Partner.

Electronic Recharters Now Being Processed!
After testing and retesting, we are now able to accept Electronic Recharters that have been processed
through ScoutNet compatible software. The process is fast in comparison to the handwritten version of a recharter,
and can be much more accurate.
The following software is compatible with our computer system: TroopMaster 2000 version 1.09;
PackMaster 2000 version 1.03; Rank N File Cub Scout version 2.06 and Boy Scout version 4.07; Scoutmate version 5.12;
Scoutsoft version 3.5. Versions earlier than these will not work with the ScoutNet interface. If you are using any
other software we will not be able to accept your recharter electronically.
In order to accept your electronic recharter, the following guidelines must be followed:
- Enter names and addresses EXACTLY as they are shown on the applications.; This way we will be
entering them exactly that way in our computer, and this will save a lot of confusion.
- Please DO NOT use all capital letters when entering information. Our computer does not accept some of
the information, and then we get incomplete records.
- If a child goes by the name of M. Joseph Smith, please enter M Joseph on the first name record.
Example: First Name: M Joseph Last Name:; Smith
- Do not use any punctuation when entering the information in any field. Our computer does not recognize
the punctuation, and the result is that we cannot do searches.
- Please enter all information that is given on the applications, including Social Security
numbers. If they give it to you, please enter it!!
- If a child's name is Joseph Smith, and he goes by JR, please enter as follows:
First Name: Joseph (JR)Last Name: Smith
- If a child, or an adult, has a suffix on their name (Jr, Sr, II, III), please be sure that it is
entered on their records. Please enter it in the suffix field, not in the last name field. This will
save confusion between fathers and sons.
- When you receive your new software, please bring a 3.5" floppy to our office, and we will do an
upload diskette for you to initially load into your software. This will save you a lot of time, and your
program will have all the information as shown at the Scout Office on our computer.
- When submitting a recharter via Software, please submit the following items:
- 3.5" floppy diskette with the download from your software.
- The software printout of the recharter.
- The original recharter printout provided by the Scout Office. This is necessary due to
the Youth Protection stickers that must be signed by the Unit Leader and the Committee
Chair.
